Understanding the Upcoming Utility Rate Adjustment

Over the next five years, significant upgrades to the City's water and wastewater systems are needed to guarantee safe and reliable services while accommodating anticipated growth.

The adjustment in average monthly utility bills will provide essential funding for cost-effective improvements, including expanding water storage and supply, modernizing aging infrastructure, and increasing capacity. These improvements are vital for the city to enhance its drinking water quality and meet future peak demands.

The City's water rate includes a fixed portion and a volume charge. By using less water, you can reduce the volume charge on your utility bill. You can find more information on the rate adjustment here.

Water

Pursuant to SMC Section 13.15.080, the City Council established the following rates for water service from the City effective July 1, 2024:

Sewer

Section 13.45.020(2) of the Sisters Municipal Code (“SMC”) provides that each user of City sewer shall be assigned an appropriate number of equivalent dwelling units (“EDUs”), a measurement of average waste water use for a single-family residence, to determine a user’s sewer use. The City Council established the following rates for water service from the City effective July 1, 2024:

Sewer usage shall be determined based on the following assignment of EDUs: 

EDU Rates                                 July 2024

  • One EDU                            $43.26

Residential EDU Rate:         

  • 1 per dwelling

Commercial EDU Rate:       

  • EDU charge based on “winter-average” water use

“Winter Average”:               

Effective July 1, 2019, “winter-average” shall be measured as average water use between the preceding October billing period through the April billing period.
